Aliyah Benefits in 2026: Sal Klita, Tax, Ulpan, Healthcare and More

What benefits do you receive when making Aliyah? This 2026 guide explains the main financial and practical benefits available to eligible new Olim, including Sal Klita, Hebrew study, healthcare, tax relief, customs, housing, employment and education support.

Aliyah benefits at a glance

The package can be valuable, but it is better understood as a collection of different rights rather than one universal “Aliyah grant.” Some benefits provide immediate cash flow, while others can be much more valuable over several years.

Start with one rule: benefits are personal

There is no single package that every Oleh receives. Eligibility can depend on age, family composition, date of Aliyah, previous status in Israel, time spent abroad, military/national service, income and other factors.

1. Sal Klita — the Absorption Basket

Sal Klita is financial assistance intended to help eligible Olim with basic living expenses during the first six months. It is not a salary and should not be treated as long-term income.

The official 2026 schedule lists totals of ₪21,694 for a single person, ₪35,071 for a single-parent family and ₪41,359 for a couple, before child/additional age-related amounts where applicable.

Honest interpretation: this is meaningful transition help, but in central Israel it may cover only a few months of ordinary household spending. Build your budget around sustainable income, not Sal Klita.

2. Hebrew / Ulpan

The Ministry's current rights guide says eligible new Olim can receive counseling and referral to an Ulpan and an exemption from tuition. Private Hebrew-study vouchers may also be available under Ministry programs.

During the first six months, living support during Ulpan is generally part of Sal Klita rather than a separate salary. Certain cases can qualify for additional income support later in the first year.

3. Healthcare and National Insurance

Israel has universal national health insurance. New Olim choose one of four health funds: Clalit, Maccabi, Meuhedet or Leumit. Registration may begin at the airport and can be completed after arrival if necessary.

National Insurance currently states that a new Oleh with no income, or income below the applicable threshold, can qualify for an exemption from health-insurance contributions for the first six months after Aliyah. A further six-month exemption may be available during months in which qualifying subsistence benefits are paid. Income thresholds and conditions are updated, so check your own status rather than assuming the exemption applies automatically.

4. Tax benefits — potentially the most valuable benefit for some households

New Olim can have significant Israeli tax concessions. Current government guidance describes a 10-year Israeli tax exemption on qualifying foreign-source income for new immigrants and qualifying veteran returning residents. An acclimation-year mechanism may also be available in qualifying circumstances and generally requires timely application. Reporting obligations are a technical area that can change and can depend on the type of income and the law in force, so anyone with meaningful overseas assets, companies, investments, pensions or property should obtain current cross-border tax advice rather than relying on a general summary.

There is also a special 2026–2030 earned-income tax relief regime for qualifying new immigrants and veteran returning residents who arrived between 5 November 2025 and 31 December 2026, with specific application rules and income ceilings.

5. Customs and household goods

The Tax Authority's guide, updated January 2026, states that an eligible immigrant can receive import-tax exemptions on qualifying goods from the date of immigrant status and generally for up to three years after Aliyah, subject to rules and possible extensions.

The Ministry rights guide also notes tax-free treatment for up to three shipments of qualifying personal/household effects, with limits and exclusions for certain items. Vehicle treatment is separate and only partially preferential.

6. Housing and municipal tax

Housing assistance is not a universal large grant. Eligibility varies, and the Ministry's calculators should be used for your personal case.

New Olim may also receive an Arnona (municipal property-tax) discount of up to 90% on up to 100 m² for 12 months, usable within the first two years — but the amount actually granted depends on the local authority. For example, Tel Aviv currently lists 50% for its new-immigrant category, showing why you must check the municipality rather than assume the maximum.

For home buyers, the Tax Authority allows qualifying Olim to apply for a one-time reduced purchase-tax treatment on a residential property and a one-time reduction on a business property for own use, for purchases from one year before first entry through seven years after first entry, subject to Regulation 12.

7. Employment, licensing and retraining

The Ministry's Employment Division provides counseling, job-placement assistance, vocational Ulpan, licensing/retraining courses and voucher programs. For regulated professions, Aliyah does not automatically transfer your professional license; exams, certification, Hebrew or internship can be required.

8. Students, education and family-specific support

The Israel Student Authority offers assistance that can include tuition grants up to standard state tuition, preparatory programs, counseling, Hebrew/English support and academic assistance, subject to age, study and eligibility rules.

Families may also have education-related integration support through schools and municipalities. Do not assume private/international-school tuition is covered; it generally is not part of ordinary Oleh benefits.

Returning Israelis: different rules

A returning Israeli is not automatically entitled to a new Oleh package. The Ministry says most returning-resident assistance is offered after five or more years abroad, while some forms can apply after at least two years. Veteran returning residents can qualify for some tax treatment if they meet the relevant long-term residence-abroad criteria.
